Have your say: Second homes council tax impact survey

In April 2025, North Ayrshire Council introduced a 100% council tax premium for second homes. This disproportionately affects Cumbrae, which has just 1% of North Ayrshire’s population, but 30% of its second homes. Since then the Scottish Government has removed the cap on the council tax premium for second homes, and some local authorities have decided to increase the premium to up to 500%.

When the 100% premium was introduced, North Ayrshire Council committed to ‘monitoring the impacts’ on Cumbrae and reporting back in June 2026. However they have now revealed the only thing they will report on is “movement in property status”. This will not properly reveal the impact the policy has had on the island, so Cumbrae Community Council have decided to run our own survey.

EVERYONE who has a relationship with Cumbrae can fill this in, even if you aren’t a second home owner. We will share the results with North Ayrshire Council to help inform their future decision making.
